On March 25, 2013, a felony warrant was issued by the Jackson County Circuit Court for Loman Clark,
a 30 year old white male from Newport, for the felony offense of Failure to Comply with Registration
and Reporting Requirements (a class C felony). Clark was arrested on April 2, 2013.
Clark was convicted of the felony offense of Sexual Assault in the Second Degree in 2008 and was ordered to register as a sex offender. In November 2012, Clark came to the Newport Police Department and registered his address as 1004 Village Drive in Newport. Clark was required to verify his registration again on March 9, 2013. On March 19, officers from the Department of Community Correction went to Clark's registered address and were informed by a person there that he had moved and his current whereabouts was unknown. Newport Police Department Investigators went to the residence several days in a row and found that the electricity had been turned off and all of the furnishings had been removed from the residence. On March 25, a felony warrant was issued for Clark. On April 2, officers from the Jackson County Sheriff's Department and Newport Police Department began a search for Clark and later found him at 1900 North State Street (Kenmont Apartments) hidden in a closet. Clark surrendered and was taken into custody and transported to the Jackson County Detention Center. In addition to this felony warrant, Clark was wanted for a misdemeanor warrant from the Newport Police Department and a felony warrant from the Arkansas Department of Community Correction for a parole violation. Clark appeared in Newport District Court on April 3 and his bond was set at $75,000. He was ordered to appear in Jackson County Circuit Court on April 22.
